{"id":12639,"date":"2023-02-23T15:35:46","date_gmt":"2023-02-23T15:35:46","guid":{"rendered":"http:\/\/scannn.com\/integrity-and-transparency-reports-fourth-quarter-2022\/"},"modified":"2023-02-23T15:35:46","modified_gmt":"2023-02-23T15:35:46","slug":"integrity-and-transparency-reports-fourth-quarter-2022","status":"publish","type":"post","link":"https:\/\/scannn.com\/lv\/integrity-and-transparency-reports-fourth-quarter-2022\/","title":{"rendered":"Integrity and Transparency Reports, Fourth Quarter 2022"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<p><span style=\"font-weight: 400\">Today, we\u2019re publishing our quarterly reports for the fourth quarter of 2022 including the <\/span><a href=\"https:\/\/transparency.fb.com\/data\/community-standards-enforcement\/\"><span style=\"font-weight: 400\">Community Standards Enforcement Report,<\/span><\/a><span style=\"font-weight: 400\"> the <\/span><a href=\"https:\/\/transparency.fb.com\/data\/widely-viewed-content-report\/\"><span style=\"font-weight: 400\">Widely Viewed Content Report<\/span><\/a><span style=\"font-weight: 400\">, <\/span><a href=\"https:\/\/transparency.fb.com\/oversight\/meta-quarterly-updates-on-the-oversight-board\/\"><span style=\"font-weight: 400\">Oversight Board Quarterly Update<\/span><\/a><span style=\"font-weight: 400\"> and the <\/span><a href=\"https:\/\/about.fb.com\/news\/2023\/02\/metas-adversarial-threat-report-q4-2022\/\"><span style=\"font-weight: 400\">Adversarial Threat Report<\/span><\/a><span style=\"font-weight: 400\">. All reports <\/span><span style=\"font-weight: 400\">are available in the <\/span><a href=\"https:\/\/transparency.fb.com\/data\/\"><span style=\"font-weight: 400\">Transparency Center<\/span><\/a><span style=\"font-weight: 400\">.\u00a0<\/span><\/p>\n<p><b>Our report highlights include:<\/b><\/p>\n<h2>The Adversarial Threat Report<\/h2>\n<p><span style=\"font-weight: 400\">Over the past five years, we\u2019ve shared our findings about threats we detect and remove from our platforms. In today\u2019s threat report, we\u2019re sharing information about three networks we took down for violating our policies against coordinated inauthentic behavior (CIB) and mass reporting (or coordinated abusive reporting) during the last quarter to make it easier for people to see the progress we\u2019re making in one place. We\u2019re also providing an update on our work against influence operations \u2014 both covert and overt \u2014 in a year since Russia began its full-scale invasion of Ukraine. We have shared information about our findings with industry partners, researchers and policymakers.<\/span><\/p>\n<h2>The Community Standards Enforcement Report<\/h2>\n<p><span style=\"font-weight: 400\">In the fourth quarter, <\/span><span style=\"font-weight: 400\">we continue to make progress on removing content that violates our Community Standards with prevalence remaining relatively consistent across a wide range of violation areas. <\/span><span style=\"font-weight: 400\">Separately, we\u2019ve updated our <\/span><a href=\"https:\/\/about.fb.com\/news\/2021\/11\/community-standards-enforcement-report-q3-2021\/\"><span style=\"font-weight: 400\">cross-problem AI system<\/span><\/a><span style=\"font-weight: 400\">, combining several models so that we\u2019re consolidating learnings across hate speech, bullying and harassment and violence and incitement. This and other continued improvements or adjustments to proactive detection technology, in many instances, lead to improved accuracy.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">We also consistently refine our methodology for this report in an effort to improve the metrics we provide. This quarter we\u2019ve <\/span><a href=\"https:\/\/transparency.fb.com\/policies\/improving\/corrections-adjustments\/\"><span style=\"font-weight: 400\">updated<\/span><\/a><span style=\"font-weight: 400\"> how we calculate proactive rate. As a result of these improvements, we\u2019re seeing several shifts in the proactive rates across different areas. This methodology update only changes how we measure the proactive rate metric, but not our approach to proactively identifying violating content.\u00a0\u00a0<\/span><\/p>\n<h2>The Widely Viewed Content Report<\/h2>\n<p><span style=\"font-weight: 400\">This quarter\u2019s report includes one case of engagement bait and one piece of content removed because it was posted by a Page that was taken down for repeatedly violating our Community Standards. We rigorously work to understand the content ecosystem and evaluate how effective our policies and integrity measures are so we can close the gaps we find along the way.<\/span><\/p>\n<h2>The Oversight Board Quarterly Update<\/h2>\n<p><span style=\"font-weight: 400\">The Oversight Board is a valuable source of external perspective and accountability for Meta that people can appeal to if they disagree with content enforcement decisions on Facebook and Instagram. We\u2019re committed to implementing all of the Board\u2019s content decisions and responding to all of their recommendations publicly, having already committed to implement \u2014 or explore the feasibility of implementing \u2014 78% of their recommendations to date.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Q4 marked two years since the Oversight Board\u2019s first decision and we closed the quarter with building a framework to expand the Board\u2019s scope and impact. This collaboration with the Board resulted in finalizing a series of <\/span><a href=\"https:\/\/www.oversightboard.com\/news\/943702317007222-oversight-board-announces-plans-to-review-more-cases-and-appoints-a-new-board-member\/\"><span style=\"font-weight: 400\">updates<\/span><\/a><span style=\"font-weight: 400\"> that will streamline the Board\u2019s operations and allow them to more efficiently select, deliberate and make decisions on tough issues.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Over the past two years the Oversight Board has given us valuable feedback on our policies and processes which has led to real changes. For example, we recently completed a global rollout of more informative user messaging to <\/span><a href=\"https:\/\/transparency.fb.com\/oversight\/oversight-board-cases\/breast-cancer-symptoms-nudity\/\"><span style=\"font-weight: 400\">let people know<\/span><\/a><span style=\"font-weight: 400\"> whether human or automated review was responsible for the removal of their content.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Also prompted by feedback from the Oversight Board, we are <\/span><a href=\"https:\/\/about.fb.com\/news\/2023\/02\/meta-is-improving-facebooks-penalty-system\/\"><span style=\"font-weight: 400\">sharing more details<\/span><\/a><span style=\"font-weight: 400\"> about steps we\u2019re taking to update Facebook\u2019s penalty system. We continue to invest in refining our policies and improving our enforcement, and as part of that work, <\/span><span style=\"font-weight: 400\">w<\/span><span style=\"font-weight: 400\">e are updating our penalty system to make it more fair and effective. <\/span><span style=\"font-weight: 400\">Under the new system, we will focus on helping people understand why we have removed their content, which is shown to be more effective at preventing re-offending, rather than so quickly restricting their ability to post.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">We are still removing violating content just as we did before, but now we\u2019re also giving people the chance to change their behavior while still applying stronger penalties to more severe violations: posting content that includes terrorism, child exploitation, human trafficking, serious suicide promotion, sexual exploitation, the sale of non-medical drugs, or the promotion of dangerous individuals and organizations. This leads to faster and more impactful actions for those that continuously violate our policies. These changes follow <\/span><span style=\"font-weight: 400\">feedback from our community \u2014 including our <\/span><a href=\"https:\/\/about.fb.com\/wp-content\/uploads\/2020\/07\/Civil-Rights-Audit-Final-Report.pdf\"><span style=\"font-weight: 400\">civil rights auditors<\/span><\/a><span style=\"font-weight: 400\">, the Oversight Board and independent experts \u2014 who noted that our current systems needed better balance between punishing and encouraging remediation through education.<\/span><\/p>\n<h2>Other updates<\/h2>\n<ul>\n<li><span style=\"font-weight: 400\">We revamped our <\/span><a href=\"https:\/\/www.facebook.com\/policies_center\/pages_groups_events\/\"><span style=\"font-weight: 400\">Pages, Groups and Events policies <\/span><\/a><span style=\"font-weight: 400\">to streamline, clarify and ensure the policies remain relevant and accurate.\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400\">We updated the notifications people see on Facebook <\/span><span style=\"font-weight: 400\">when they try to view content that has been restricted due to local laws. In most cases, the notification will now include information letting them know which government authority sent the take down request resulting in the restriction. <\/span><span style=\"font-weight: 400\">These changes are an important part of our commitment under our Corporate Human Rights Policy and as a member of the Global Network Initiative. More details about our approach to content restrictions can be found in the <\/span><a href=\"https:\/\/transparency.fb.com\/data\/content-restrictions\/\"><span style=\"font-weight: 400\">Transparency Center<\/span><\/a><span style=\"font-weight: 400\">.\u00a0<\/span><\/li>\n<\/ul>\n<h2>Our Ongoing Commitment<\/h2>\n<p><span style=\"font-weight: 400\">Our commitment to integrity is ongoing, <\/span><span style=\"font-weight: 400\">and we will continue to update, <\/span><span style=\"font-weight: 400\">improve and evolve our policy enforcement in an ever-changing environment. <\/span><span style=\"font-weight: 400\">We are focused on preserving people\u2019s ability to connect with each other around the world, particularly during times of crisis. <\/span><span style=\"font-weight: 400\">\u00a0We also want to ensure businesses that rely on our apps to reach customers have access to the support they need. From global brands to the local coffee shop, we know that businesses can be targets for adversarial activity which can disrupt their operations.
