Today, we\u2019re sharing our commitments to counter the misuse of technology, enable secure and private connections and respect human rights, among others, in line with the <\/span><a href=\"https:\/\/www.state.gov\/wp-content\/uploads\/2023\/02\/Private-Sector-Call-to-Advance-Democracy-1.pdf\"><span style=\"font-weight: 400\">Summit\u2019s call of the private sector:<\/span><\/a><\/p>\n<ul>\n<li><b>Countering the surveillance-for-hire threats together with industry peers:<\/b><span style=\"font-weight: 400\"> On Monday, as part of Tech Accord, Meta, alongside Microsoft, Cisco and Trend Micro, published a set of <\/span><a href=\"https:\/\/cybertechaccord.org\/new-industry-principles-to-curb-cyber-mercenaries\/\"><span style=\"font-weight: 400\">principles and industry best practices<\/span><\/a> <span style=\"font-weight: 400\">to help guide our collective response against malicious groups that indiscriminately target people around the world. Together, we shared specific industry principles for countering surveillance-for-hire groups, including through maintaining the integrity and security of our industry\u2019s products and services, investing in cybersecurity awareness for our users and the public more broadly and jointly identifying further ways to actively counter the cyber mercenary market. These principles are based on our years of experience with countering these threats, and align with our own recent <\/span><a href=\"https:\/\/about.fb.com\/wp-content\/uploads\/2022\/12\/Meta-Policy-Recommendations-for-Tackling-the-Surveillance-for-Hire-Industry.pdf\"><span style=\"font-weight: 400\">policy recommendations<\/span><\/a><span style=\"font-weight: 400\"> that we put forth to <\/span><span style=\"font-weight: 400\">enable a broader whole-of-society response.\u00a0<\/span><\/li>\n<li><b>Enabling secure, private connections: <\/b><span style=\"font-weight: 400\">Internet disruptions threaten to deny peoples\u2019 human rights and cut people off from receiving and sending vital news and information. We recently <\/span><a href=\"https:\/\/blog.whatsapp.com\/connecting-to-whatsapp-by-proxy\"><span style=\"font-weight: 400\">launched<\/span><\/a><span style=\"font-weight: 400\"> a feature that allows users to connect to WhatsApp by proxy<\/span><span style=\"font-weight: 400\"> when their internet connection is disrupted or blocked. <\/span><span style=\"font-weight: 400\">We\u2019ll also further integrate end-to-end encryption into our messaging services to protect the right to privacy, in line with our commitment to uphold the <\/span><a href=\"https:\/\/about.fb.com\/news\/2022\/04\/expanding-end-to-end-encryption-protects-fundamental-human-rights\/\"><span style=\"font-weight: 400\">fundamental human rights<\/span><\/a><span style=\"font-weight: 400\"> of people, especially those historically marginalized.<\/span><\/li>\n<li><b>Countering government abuse of digital technology: <\/b><span style=\"font-weight: 400\">We\u2019ve made significant investments in countering the targeting of our systems by authoritarian governments who attempt to surveil regime critics, opposition figures, and human rights defenders. When we see this type of activity, <\/span><a href=\"https:\/\/about.fb.com\/news\/2023\/02\/metas-adversarial-threat-report-q4-2022\/\"><span style=\"font-weight: 400\">we take action<\/span><\/a><span style=\"font-weight: 400\"> on their accounts, block their domain infrastructure from being shared on our services and, where feasible and as appropriate, notify people who we believe were targeted by these malicious operations.\u00a0<\/span><\/li>\n<li><b>Respecting human rights and protecting human rights defenders:<\/b> <span style=\"font-weight: 400\">Since releasing our <\/span><a href=\"https:\/\/about.fb.com\/wp-content\/uploads\/2021\/03\/Facebooks-Corporate-Human-Rights-Policy.pdf\"><span style=\"font-weight: 400\">Corporate Human Rights Policy<\/span><\/a><span style=\"font-weight: 400\"> in March 2021, we have carried out various forms of human rights due diligence, including in <\/span><a href=\"https:\/\/about.fb.com\/news\/2022\/04\/expanding-end-to-end-encryption-protects-fundamental-human-rights\/\"><span style=\"font-weight: 400\">product design<\/span><\/a><span style=\"font-weight: 400\"> and as a result of <\/span><a href=\"https:\/\/about.fb.com\/news\/2022\/09\/human-rights-impact-meta-israel-palestine\/\"><span style=\"font-weight: 400\">crisis and conflict<\/span><\/a><span style=\"font-weight: 400\">, to help prevent or mitigate human rights risks to the extent possible. We will continue our <\/span><a href=\"https:\/\/about.fb.com\/wp-content\/uploads\/2021\/03\/Facebooks-Corporate-Human-Rights-Policy.pdf\"><span style=\"font-weight: 400\">commitment to protect human rights defenders<\/span><\/a><span style=\"font-weight: 400\"> and to ensure that, through product, policy, and operational interventions, we support their on-platform presence and ability to promote human rights. <\/span><span style=\"font-weight: 400\">Underpinning these commitments is the imperative to \u201cknow and show\u201d as set out in the UN Guiding Principles on Business and Human Rights, which creates an expectation of transparency and accountability for our human rights responsibilities.<br \/><\/span><\/li>\n<\/ul>\n<p><span>We support the principles enshrined in the <\/span><a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2022\/04\/Declaration-for-the-Future-for-the-Internet_Launch-Event-Signing-Version_FINAL.pdf\"><span>Declaration for the Future of the Internet<\/span><\/a><span> and the<\/span><a href=\"https:\/\/techfordemocracy.dk\/\"><span> Copenhagen Pledge on Tech and Democracy<\/span><\/a><span>, which seek to make digital technologies work for democracy and human rights.
