{"id":13533,"date":"2023-05-17T18:27:51","date_gmt":"2023-05-17T18:27:51","guid":{"rendered":"http:\/\/scannn.com\/integrity-and-transparency-reports-first-quarter-2023\/"},"modified":"2023-05-17T18:27:51","modified_gmt":"2023-05-17T18:27:51","slug":"integrity-and-transparency-reports-first-quarter-2023","status":"publish","type":"post","link":"https:\/\/scannn.com\/lv\/integrity-and-transparency-reports-first-quarter-2023\/","title":{"rendered":"Integrity and Transparency Reports, First Quarter 2023"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<p><span style=\"font-weight: 400\">Today, we\u2019re publishing our first quarter reports for 2023, including the <\/span><a href=\"https:\/\/transparency.fb.com\/data\/community-standards-enforcement\/\"><span style=\"font-weight: 400\">Community Standards Enforcement Report,<\/span><\/a> <a href=\"https:\/\/transparency.fb.com\/oversight\/meta-quarterly-updates-on-the-oversight-board\/\"><span style=\"font-weight: 400\">Oversight Board Quarterly Update<\/span><\/a><span style=\"font-weight: 400\">, Transparency Report for the second half of 2022 (<\/span><a href=\"https:\/\/transparency.fb.com\/data\/intellectual-property\/\"><span style=\"font-weight: 400\">Intellectual Property<\/span><\/a><span style=\"font-weight: 400\">, <\/span><a href=\"https:\/\/transparency.fb.com\/data\/government-data-requests\/\"><span style=\"font-weight: 400\">Government Requests<\/span><\/a><span style=\"font-weight: 400\">)\u00a0 and <\/span><a href=\"https:\/\/transparency.fb.com\/data\/widely-viewed-content-report\/\"><span style=\"font-weight: 400\">Widely Viewed Content Report<\/span><\/a><span style=\"font-weight: 400\">. These quantitative reports support our qualitative security <\/span><a href=\"https:\/\/about.fb.com\/news\/2023\/05\/metas-q1-2023-security-reports\/\"><span style=\"font-weight: 400\">reports<\/span><\/a><span style=\"font-weight: 400\">, including the <\/span><a href=\"https:\/\/about.fb.com\/wp-content\/uploads\/2023\/05\/Meta-Quarterly-Adversarial-Threat-Report-Q1-2023.pdf\"><span style=\"font-weight: 400\">Adversarial Threat Report<\/span><\/a><span style=\"font-weight: 400\"> released earlier this month. <\/span><span style=\"font-weight: 400\">All of these reports <\/span><span style=\"font-weight: 400\">are available in our <\/span><a href=\"https:\/\/transparency.fb.com\/data\/\"><span style=\"font-weight: 400\">Transparency Center<\/span><\/a><span style=\"font-weight: 400\">.\u00a0<\/span><\/p>\n<p>Our report highlights include:<\/p>\n<h2>The Community Standards Enforcement Report<\/h2>\n<p><span style=\"font-weight: 400\">Today marks five years since we <\/span><a href=\"https:\/\/about.fb.com\/news\/2018\/05\/enforcement-numbers\/\"><span style=\"font-weight: 400\">published<\/span><\/a><span style=\"font-weight: 400\"> our first Community Standards Enforcement Report, and we\u2019ve improved\u00a0 our reporting based on our learnings and the feedback we\u2019ve received over the years. For example, we\u2019ve added more metrics like data for appeals and restores as well as data for more policy areas <\/span><a href=\"https:\/\/about.fb.com\/wp-content\/uploads\/2023\/05\/10-Year-CSER-Recap-.pdf\"><span style=\"font-weight: 400\">over time<\/span><\/a><span style=\"font-weight: 400\">. We expect these reports to keep evolving as the entire industry inevitably shifts its focus towards regulatory compliance.\u00a0<\/span><\/p>\n<h2>The Oversight Board Quarterly Update<\/h2>\n<p><span style=\"font-weight: 400\">The Oversight Board has been a valuable source of external perspective and accountability for Meta for over two years \u2014 <\/span><span style=\"font-weight: 400\">and they continued to provide significant impact in the first quarter of 2023.<\/span><span style=\"font-weight: 400\"> We are committed to implementing all of the board\u2019s content decisions and have already implemented \u2014 or are exploring the feasibility of implementing \u2014 78% of their additional recommendations to date. The board\u2019s recommendations have not only helped ensure our policies are fair and aligned with our values, but they\u2019ve also strengthened how we enforce our content policies at scale and improved enforcement transparency for users.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Last year, the board accepted our request for a Policy Advisory Opinion (PAO) on our COVID-19 misinformation policies and issued its <\/span><a href=\"https:\/\/oversightboard.com\/news\/739141534555182-oversight-board-publishes-policy-advisory-opinion-on-the-removal-of-covid-19-misinformation\/\"><span style=\"font-weight: 400\">decision this quarter<\/span><\/a><span style=\"font-weight: 400\">. They found that the removal of COVID-19 misinformation that is \u201clikely to directly contribute to the risk of imminent physical harm\u201d during a global public health emergency aligns with Meta\u2019s values and human rights responsibilities. We are also reviewing the board\u2019s <\/span><a href=\"https:\/\/oversightboard.com\/news\/739141534555182-oversight-board-publishes-policy-advisory-opinion-on-the-removal-of-covid-19-misinformation\/\"><span style=\"font-weight: 400\">recommendations<\/span><\/a><span style=\"font-weight: 400\"> and will respond publicly within 60 days of their decision.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In the first quarter of 2023, we also:<\/span><\/p>\n<p><span style=\"font-weight: 400\">In <\/span><a href=\"https:\/\/scontent-sjc3-1.xx.fbcdn.net\/v\/t39.8562-6\/333032720_1636391330150962_5249504929650630637_n.pdf?_nc_cat=108&amp;ccb=1-7&amp;_nc_sid=ae5e01&amp;_nc_ohc=VwZb_bkIRjoAX82PiL3&amp;_nc_ht=scontent-sjc3-1.xx&amp;oh=00_AfCuJjh-TLI0QYtUA3SEgvxko0E9Iij6_JFvDqKSIbSXEA&amp;oe=645D877E\"><span style=\"font-weight: 400\">last quarter\u2019s update<\/span><\/a><span style=\"font-weight: 400\">, we noted that the Oversight Board <\/span><a href=\"https:\/\/www.oversightboard.com\/news\/943702317007222-oversight-board-announces-plans-to-review-more-cases-and-appoints-a-new-board-member\/\"><span style=\"font-weight: 400\">laid the groundwork<\/span><\/a><span style=\"font-weight: 400\"> for changes to its charter and bylaws which were expected to empower them to review more cases more efficiently. As a result, two new types of cases \u2014 expedited review decisions and summary decisions \u2014 are expected to be introduced in Q2 2023. While we did not see a material increase in case reviews and decisions during the first quarter of this year compared to previous quarters, we hope that the board will significantly increase its output next quarter and beyond.\u00a0<\/span><\/p>\n<h2>Security Reports: Protecting People and Businesses<\/h2>\n<p><span style=\"font-weight: 400\">We <\/span><a href=\"https:\/\/about.fb.com\/news\/2023\/05\/how-meta-protects-businesses-from-malware\/\"><span style=\"font-weight: 400\">detected and took action<\/span><\/a><span style=\"font-weight: 400\"> against malware campaigns targeting people and businesses online, shared our findings with other technology companies and rolled out new security features to help protect people. We also <\/span><a href=\"https:\/\/about.fb.com\/news\/2023\/05\/metas-adversarial-threat-report-first-quarter-2023\/\"><span style=\"font-weight: 400\">took action<\/span><\/a><span style=\"font-weight: 400\"> against nine separate adversarial networks around the world for engaging in covert influence operations and cyber espionage and shared our threat insights with industry peers, researchers and governments.<\/span><\/p>\n<h2>The Transparency Report<\/h2>\n<p><span style=\"font-weight: 400\">Our latest Transparency Report marks 10 years since we started reporting the requests we received from governments for user data. This report provides visibility into the types of data governments request from Meta and the proactive efforts we\u2019ve taken to protect <\/span><a href=\"https:\/\/about.fb.com\/news\/2021\/05\/how-were-proactively-combating-counterfeits-and-piracy\/\"><span style=\"font-weight: 400\">intellectual property<\/span><\/a><span style=\"font-weight: 400\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">During the second half of 2022, global <\/span><a href=\"https:\/\/transparency.fb.com\/data\/government-data-requests\/\"><span style=\"font-weight: 400\">government requests for user data<\/span><\/a><span style=\"font-weight: 400\"> increased 0.8% from 237,414 to 239,388. The US continues to submit the largest number of requests of that total volume, followed by India, Germany, Brazil, France and the UK.<\/span><\/p>\n<p><span style=\"font-weight: 400\">We are committed to helping businesses and people protect their intellectual property rights. Our <\/span><a href=\"https:\/\/transparency.fb.com\/data\/intellectual-property\/\"><span style=\"font-weight: 400\">IP Report<\/span><\/a><span style=\"font-weight: 400\"> outlines that in<\/span><span style=\"font-weight: 400\"> the second half of 2022, we took down:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">4,453,696 pieces of content based on 2,764,215 copyright reports\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">593,179 pieces of content based on 1,047,326 trademark reports<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">1,712,384 pieces of content based on 180,029 counterfeit reports\u00a0<\/span><\/li>\n<\/ul>\n<h2>The Widely Viewed Content Report<\/h2>\n<p><span style=\"font-weight: 400\">The <\/span><a href=\"https:\/\/transparency.fb.com\/data\/widely-viewed-content-report\/\"><span style=\"font-weight: 400\">Widely Viewed Content Report (WVCR)<\/span><\/a><span style=\"font-weight: 400\"> provides a quarterly overview of the posts, Pages, links and domains that are seen by the most people on Feed in the US. Insights from the WCVR have helped inform how we update our existing policies and products, as well as develop new ones to remove and reduce objectionable content that may violate our policies.<\/span><\/p>\n<h2>Updates on Brand Suitability<\/h2>\n<p><span style=\"font-weight: 400\">In March, we <\/span><a href=\"https:\/\/www.facebook.com\/business\/news\/brand-safety-suitability-feed-control-verification\"><span style=\"font-weight: 400\">announced<\/span><\/a><span style=\"font-weight: 400\"> that Meta\u2019s new AI-powered inventory filters for Facebook and Instagram Feeds began rolling out to advertisers in English- and Spanish-speaking markets. Additionally, we shared that our third-party verification solution for Facebook Feed is now available through Zefr. Later this year, we\u2019ll expand these controls to support additional languages and make them available to advertisers in more countries.
