As Canada\u2019s federal election approaches, our commitment to those principles remains unchanged. While each election is unique, in recent years Meta has <\/span><a href=\"https:\/\/about.meta.com\/actions\/preparing-for-elections-with-meta\/?utm_source=about.facebook.com&amp;utm_medium=redirect&amp;_ga=2.130968975.1288695828.1741019721-1911083879.1740432879\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">developed a comprehensive approach<\/span><\/a><span style=\"font-weight: 400\"> for helping to ensure the integrity of elections on our platforms: one that gives people a voice, helps support participation in the civic process and combats voter interference and foreign influence.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Since 2016, we have invested more than $20 billion in safety and security and quadrupled the size of our global team working in this area to around 40,000 people, including 15,000 moderators who review content on Facebook, Instagram and Threads. We have been evolving our approach to incorporate lessons learned and stay ahead of emerging threats, including <\/span><a href=\"https:\/\/about.fb.com\/news\/2024\/12\/2024-global-elections-meta-platforms\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">last year<\/span><\/a><span style=\"font-weight: 400\">, when as many as two billion people voted across some of the world\u2019s biggest democracies.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Our integrity efforts continue to lead the industry. We have a dedicated team responsible for Meta\u2019s cross-company election integrity efforts helping to secure Canada\u2019s election online. We also work with Elections Canada to ensure Canadians have accurate information about participating in the election. We\u2019ve deployed cutting-edge tools for ads about social, electoral or political issues, along with comprehensive policies to prevent election interference and electoral fraud. This approach gives people a voice, while helping to support participation in the civic process.<\/span><\/p>\n<p><b>Providing Links to Authoritative Voter Information<\/b><\/p>\n<p><span style=\"font-weight: 400\">We\u2019re working with Elections Canada to give Canadians access to relevant and reliable information during the federal election. This includes top-of-feed notifications on Facebook and Instagram to inform users that the election is upcoming, plus Voting Alerts on Election Day; interstitials on Facebook that help connect people to official Elections Canada information and resources when they search for information related to voting; and election stickers on Instagram so Canadians can express their excitement about civic participation. When people add stickers to their stories, anyone who clicks those stickers will be directed to information from Elections Canada.\u00a0<\/span><\/p>\n<p><b>Candidate Security<\/b><\/p>\n<p><span style=\"font-weight: 400\">We want our platforms to be a place where political parties and candidates can connect with supporters and potential voters in a safe and positive way. While our rules distinguish between public figures and individuals to allow for open discussion, we provide a variety of tools to protect public figures from malicious messages and behaviour.<\/span><\/p>\n<p><span style=\"font-weight: 400\">We work with political parties and candidates to ensure they have access to best practices for using Meta technologies for civic participation \u2013 through our <\/span><a href=\"https:\/\/www.facebook.com\/government-nonprofits\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">resource hub<\/span><\/a><span style=\"font-weight: 400\">, access to <\/span><a href=\"https:\/\/www.facebook.com\/government-nonprofits\/help\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">product support<\/span><\/a><span style=\"font-weight: 400\"> and scaled training sessions. These resources detail how candidates can stay safe across Meta products, and how they can best use Meta\u2019s organic and advertising products to reach potential voters and supporters with transparency.\u00a0<\/span><\/p>\n<p><b>Industry-Leading Transparency Around Political Ads<\/b><\/p>\n<p><span style=\"font-weight: 400\">We have long believed in the importance of transparency in bringing more accountability to Meta and our advertisers. This is especially important for ads that can influence the way people think, act and vote.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Since 2018, we have provided industry-leading transparency for <\/span><a href=\"https:\/\/www.facebook.com\/business\/help\/253606115684173\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">ads about social issues, elections and politics<\/span><\/a><span style=\"font-weight: 400\">. Advertisers who run these ads are required to complete an authorization process and include a \u201cpaid for by\u201d disclaimer. These ads are then stored in our publicly available <\/span><a href=\"https:\/\/www.facebook.com\/ads\/library\/?active_status=active&amp;ad_type=political_and_issue_ads&amp;country=CA&amp;is_targeted_country=false&amp;media_type=all\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Ad Library<\/span><\/a><span style=\"font-weight: 400\"> for seven years.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">In certain cases, advertisers will have to <\/span><a href=\"https:\/\/www.facebook.com\/government-nonprofits\/blog\/political-ads-ai-disclosure-policy\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">disclose when they use AI <\/span><\/a><span style=\"font-weight: 400\">or other digital techniques to create or alter a political or social issue ad. This applies if the ad contains a photorealistic image or video, or realistic-sounding audio, that was digitally created or altered to depict a real person as saying or doing something they did not say or do. It also applies if an ad depicts a realistic-looking person who does not exist or a realistic-looking event that did not happen, alters footage of a real event or depicts a realistic event that allegedly occurred, but that is not a true image, video or audio recording of the event.<\/span><\/p>\n<p><b>Preventing Election and Voter Interference<\/b><\/p>\n<p><span style=\"font-weight: 400\">On Facebook, Instagram and Threads, we enforce our policies against <\/span><a href=\"https:\/\/transparency.fb.com\/policies\/community-standards\/coordinating-harm-promoting-crime\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">voter interference<\/span><\/a><span style=\"font-weight: 400\">, <\/span><a href=\"https:\/\/transparency.fb.com\/en-gb\/policies\/community-standards\/violence-incitement\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">electoral violence<\/span><\/a><span style=\"font-weight: 400\"> and <\/span><a href=\"https:\/\/transparency.fb.com\/policies\/community-standards\/misinformation\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">misinformation<\/span><\/a><span style=\"font-weight: 400\"> about when, where and how to vote in an election. We remove the most serious types of misinformation and content that violates our <\/span><a href=\"https:\/\/transparency.meta.com\/policies\/community-standards\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Community Standards<\/span><\/a><span style=\"font-weight: 400\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">In 2024, we found that concerns about generative AI leading to mass disinformation campaigns did not materialize in a significant way. However, we still believe it\u2019s important for people to know when photorealistic content they\u2019re seeing has been created using AI, even if that content doesn\u2019t violate our policies. We <\/span><a href=\"https:\/\/about.fb.com\/news\/2024\/02\/labeling-ai-generated-images-on-facebook-instagram-and-threads\/\"><span style=\"font-weight: 400\">label<\/span><\/a><span style=\"font-weight: 400\"> photorealistic images created using Meta AI and organic AI-generated images that users post to Facebook, Instagram, and Threads when we detect industry standard AI image indicators or when people disclose that they\u2019re uploading AI-generated content. And if we determine that digitally created or altered image, video or audio content creates a particularly high risk of materially deceiving the public on a matter of public importance, we may add a more prominent label if appropriate, so people have more information and context.<\/span><\/p>\n<p><span style=\"font-weight: 400\">We have also added a feature for people to disclose when they share AI-generated images, video or audio, so we can add a label to it.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">We\u2019re <\/span><a href=\"https:\/\/about.fb.com\/wp-content\/uploads\/2021\/05\/IO-Threat-Report-May-20-2021.pdf\"><span style=\"font-weight: 400\">disrupting<\/span><\/a><span style=\"font-weight: 400\"> foreign and domestic covert influence operations, and we\u2019ve built specialised global teams to stop <\/span><a href=\"https:\/\/about.fb.com\/news\/tag\/coordinated-inauthentic-behavior\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400\">Coordinated Inauthentic Behavior<\/span><\/a><span style=\"font-weight: 400\">. We have removed more than 200 networks since 2017 and continuously take action as we find further violating activity in this highly adversarial space.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">No tech company does more or invests more to protect elections online than Meta \u2013 not just during election periods but at all times.
