No one likes it. Not the people who use our services. Not advertisers. And certainly not us. The sophisticated criminals behind scams know this, and that\u2019s why they\u2019re constantly trying to find more creative, advanced ways to evade our enforcement systems and defraud people. Every day, we find new ways to <\/span><a href=\"https:\/\/www.meta.com\/safety\/scam-prevention\/?srsltid=AfmBOors8JbqZbPmypuqVCzaaI22-t942A8gc96nBbAKWj3Ie6LLgcP3\"><span style=\"font-weight: 400\">stop and take them down<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p>\n<p><span style=\"font-weight: 400\">This week, as we join industry, government, and civil society partners at the Global Anti-Scam Summit in Washington, DC, we\u2019re highlighting our extensive work to combat scams on our platforms and expose the criminals behind them.<\/span><\/p>\n<h2>Our Comprehensive Approach to Aggressive Scam Reduction<b><br \/><\/b><\/h2>\n<p><span style=\"font-weight: 400\">Our multi-layered approach to combating scams includes: using automated, technical defenses to help protect people on our apps; disrupting criminal scam networks; working with partners across the industry and in law enforcement; and raising awareness about ways to spot and prevent scams.<\/span><\/p>\n<p><span style=\"font-weight: 400\">As part of this ongoing work, we continue to deploy a range of product updates to bolster our detection efforts. For example, we\u2019re using the latest advancements in AI to help us detect scams, and we\u2019re always<\/span> <a href=\"https:\/\/about.fb.com\/news\/2025\/10\/cybersecurity-awareness-month-helping-older-adults-avoid-online-scams\/\"><span style=\"font-weight: 400\">exploring ways<\/span><\/a> <span style=\"font-weight: 400\">to help our users spot suspicious or potentially scammy engagement. In addition to this, we\u2019re expanding our advertiser verification efforts to verify the authenticity of the people and organizations that run ads on our platforms \u2014 with particular emphasis on high-risk scam areas like financial investment ads. We\u2019re already seeing signs that it\u2019s working as part of our broader efforts to combat scams, and we\u2019re considering more ways to advance this work.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Our continued development of <\/span><a href=\"https:\/\/about.fb.com\/news\/2025\/08\/new-whatsapp-tools-tips-beat-messaging-scams\/\"><span style=\"font-weight: 400\">new product features<\/span><\/a><span style=\"font-weight: 400\"> and <\/span><a href=\"https:\/\/about.fb.com\/news\/2025\/10\/cybersecurity-awareness-month-helping-older-adults-avoid-online-scams\/\"><span style=\"font-weight: 400\">tools<\/span><\/a><span style=\"font-weight: 400\"> helps protect individual accounts and <\/span><a href=\"https:\/\/www.facebook.com\/business\/news\/updates-to-brand-rights-protection-scam-ads\"><span style=\"font-weight: 400\">legitimate businesses<\/span><\/a><span style=\"font-weight: 400\"> against scams, and we\u2019ve made significant progress in reducing fraud on our apps:<\/span><span style=\"font-weight: 400\"><br \/><\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">In the last 15 months, reports about scam ads have declined by more than 50%<\/span><span style=\"font-weight: 400\">, and so far in 2025, we\u2019ve removed more than 134 million scam ads.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">In the first half of 2025, our teams detected and disrupted nearly 12 million accounts<\/span> <span style=\"font-weight: 400\">\u2014<\/span> <span style=\"font-weight: 400\">across Facebook, Instagram, and WhatsApp \u2014 associated with the most adversarial and malicious scammers: criminal scam centers.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">We\u2019re using facial recognition technology to stop criminals that abuse images of celebrities and other public figures to lure people into scams. The expansion of facial recognition technology more than doubled the volume of these ads we were able to detect and remove in testing.<\/span><span style=\"font-weight: 400\"><br \/><\/span><\/li>\n<\/ul>\n<h2>Working With Industry Partners and Law Enforcement to Stop Scams<b><br \/><\/b><\/h2>\n<p><span style=\"font-weight: 400\">The growth of large-scale criminal enterprises \u2014 many of which coerce trafficking victims into cyber scamming \u2014 has led to a sharp increase in online scams in recent years. In fact, reported losses from<\/span> <a href=\"https:\/\/www.ftc.gov\/news-events\/data-visualizations\/data-spotlight\/2025\/04\/top-text-scams-2024\"><span style=\"font-weight: 400\">text message scams<\/span><\/a><span style=\"font-weight: 400\"> in the US increased 5X between 2020 and 2024. These criminal groups now operate massive compounds with <\/span><a href=\"https:\/\/www.usip.org\/sites\/default\/files\/2024-05\/ssg_transnational-crime-southeast-asia.pdf\"><span style=\"font-weight: 400\">300,000 cyber scammers<\/span><\/a><span style=\"font-weight: 400\"> \u2014 many of whom are victims themselves having been trafficked, imprisoned, and forced to run scams.<\/span><span style=\"font-weight: 400\"><br \/><\/span><\/p>\n<p><span style=\"font-weight: 400\">That\u2019s why we\u2019re working closely with our cross-industry partners and law enforcement agencies worldwide to stop them:<\/span><span style=\"font-weight: 400\"><br \/><\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The information we\u2019ve received through these critical cross-industry partnerships has directly led to the disruption of scam networks on our platforms.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Just this week, we supported the Department of Justice\u2019s Scam Center Strike Force and the FBI in <\/span><a href=\"https:\/\/www.justice.gov\/usao-dc\/pr\/scam-center-strike-force-announces-seizure-fake-cryptocurrency-investment-domain-used\"><span style=\"font-weight: 400\">disrupting a criminal operation<\/span><\/a><span style=\"font-weight: 400\"> that\u2019s part of the Tai Chang compound in Myanmar. As a result of information shared with us, we took down 2,000 Facebook accounts targeting victims in the US and abroad. And last month, we coordinated with the FBI and <\/span><a href=\"https:\/\/www.police.gov.sg\/Media-Hub\/News\/2025\/10\/20251006_seven_men_arrested_for_their_suspected_involvement_in_a_transnational_unlawful_remote\"><span style=\"font-weight: 400\">supported Singaporean law enforcement<\/span><\/a><span style=\"font-weight: 400\"> in disrupting an illegal online gambling network that tricked victims into transferring money to anonymous bank accounts.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">In recent years, we\u2019ve filed more than 60 lawsuits against those who abuse our platforms with various schemes, including brand impersonation, account takeovers, and bulk messaging.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">We created the Fraud Intelligence Reciprocal Exchange (FIRE) program to share information with more than 70 financial institutions around the world and help us identify and stop scams. The information we\u2019ve received through this program alone has directly led to the removal of tens of thousands of violating accounts, profiles, and pages.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Through the Global Signal Exchange (GSE), a cross-industry signal-sharing platform, we share intelligence about online scam tactics, abusive websites, and emerging threats with our industry partners including Microsoft and Google, as well as regulators.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">We also support the<\/span> <a href=\"https:\/\/www.fbi.gov\/news\/stories\/operation-level-up-how-the-fbi-is-saving-victims-from-cryptocurrency-investment-fraud\"><span style=\"font-weight: 400\">FBI\u2019s Level Up program<\/span><\/a><span style=\"font-weight: 400\">, which aims to disrupt investment fraud schemes. We use the information we gather through the Level Up program to investigate foreign criminal networks and take action to prevent scammers from targeting people on our apps.<\/span><\/li>\n<\/ul>\n<h2>Supporting Bipartisan Legislation<\/h2>\n<p><span style=\"font-weight: 400\">Holding scammers accountable requires a collective effort. Over the years, we\u2019ve worked closely with law enforcement agencies around the world to bring scammers to justice. While legal action is crucial to stopping scammers at the source, we also need a comprehensive approach to public policy that confronts the complex and global scale of scams. That\u2019s why we support legislation that would drive a coordinated, national response and target the transnational criminal organizations behind many scam operations.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Specifically, we support bills that aim to advance our collective efforts to combat scammers and support American victims of fraud and scams including: the National Strategy for Combating Scams Act of 2025, the Scam Compound Accountability and Mobilization (SCAM) Act, the Taskforce for Recognizing and Averting Payment Scams (<\/span><a href=\"https:\/\/himes.house.gov\/2025\/8\/himes-nunn-introduces-bipartisan-traps-act-to-combat-payment-scams-and-protect-seniors\"><span style=\"font-weight: 400\">TRAPS<\/span><\/a><span style=\"font-weight: 400\">) Act, the Guarding Unprotected Aging Retirees from Deception (<\/span><a href=\"https:\/\/www.gillibrand.senate.gov\/news\/press\/release\/gillibrand-britt-introduce-bipartisan-legislation-to-protect-seniors-from-financial-fraud\/#:~:text=Our%20GUARD%20Act%20would%20enhance,and%20bring%20scammers%20to%20justice.\"><span style=\"font-weight: 400\">GUARD<\/span><\/a>)<span style=\"font-weight: 400\">\u00a0Act, and the STOP Scammers Act. We look forward to working with policymakers on these and other efforts to counter scams and fraud.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Scams don\u2019t just harm individual victims \u2014 they undermine trust in our entire advertising ecosystem, which is the very foundation of our business model.
